Most of the notes and chords you play on guitar start to decrease in volume as soon as you play them as the vibration of the strings gradually stops.

You can use your volume control to increase the volume of a note after it has been played. Your little finger should be able to start your other fingers rolling across the volume control while you play the strings with a pick.

An expression pedal on an effects board is another way to get this effect but the volume control on your guitar works just as well.
