Finger picking is the broad category for all of the finger styles that can be used to play individual strings. Most chord progressions are written with a sense of voice leading where each chord leads logically to another. For this reason finger picking is often used to emphasise the quality of each chord by playing a combination of chords and arpeggios. An arpeggio is simply the notes of a chord played individually.
